
Solent Mitigation Partnership
The Solent Mitigation Partnership is a collaborative initiative formed by 16 Local Authorities within the Solent region.
Established through an Inter Authority Agreement, the partnership enables local authorities to work together to unlock housing development while protecting the region’s natural environment. By coordinating efforts across administrative boundaries, the partnership can ensure a consistent and strategic approach to nutrient mitigation.
Our agreement is made up of the following key principles:
Shared Benefits
By working together across local planning authority boundaries, the partnership is able to identify appropriate mitigation sites to unlock development. Our aim is to deliver nutrient mitigation across the Solent, enabling developers to progress with their projects while safeguarding the local environment.
Monitoring Functions
The agreement outlines a clear process to ensure that mitigation schemes achieve nutrient neutrality over the defined period, typically 100 years. To manage this, a decided monitoring authority will be established for each scheme to oversee ongoing compliance, eliminating the need for a Section 106 agreement.
Working Together
Given the cross-boundary nature of many environmental services, we ensure that all delivered schemes comply with the Habitat Regulations for all signatories.
